MSH is seeking to recruit a Health Information System & Information & Communication Technology (HIS/ICT) Advisor for a five year project funded by the Centres for Disease Control and Prevention (CDC) in Tanzania. The goal of the project is to provide technical assistance to the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) and Public Health institutions in Tanzania including; the National AIDS Control Program (NACP), the National Institute for Medical Research (NIMR) and the Zanzibar Integrated HIV, TB and leprosy Program (ZIHTLP) to lead and manage the HIV response and build sustainable health system in order to reach the 90-90-90 treatment target consistent with prevailing GoT strategies and guidelines.
Specific Responsibilities
Under the leadership of the Senior HIS/ICT Advisor, the advisor will be responsible for providing technical guidance and support to the MOHCDGEC and prioritized PHIs for providing technical assistance (TA) to improve HIS and ICT to support access to data and to improve data analysis, dissemination, and use to support evidence-based decision making for management of a sustainable HIV response in Tanzania.

Key roles and responsibilities will be;
• Coordinating HIS and ICT activities to implement the national HIS Investment Framework
• Defining technical requirements (both user and system requirements) to guide the development of various digital initiatives such as Shared Health Records, interoperability, and automated reporting solutions
• Overseeing the development of Enterprise Architecture components and digital initiatives prioritized by the MoHCDGEC
• Providing technical support to the MOHCDGEC in managing and coordinating the iterative information systems development process
• Providing technical support to the MOHCDGEC in testing and evaluating ICT solution during selection, development and commissioning.
• Assisting with training of MOHCDGEC staff and end users as necessary
• Supporting the establishment of shared open health information exchange services
• Supporting the development and implementation of ICT solutions to ensure the Shared Health Record meets the needs of the HIV program
• Developing an approach for monitoring and evaluation of the above IT solutions development, their roll out, and usability
• Enhancing reliability and reach of ICT services and ability of key personnel to access all health information and systems for planning, management, and decision making
• Supporting in selection and prioritization of indicators and data elements to inform planning and delivery of quality services
• Supporting automating collection of M&E data from facilities with patient level data systems.
• Continuously improve analysis and interpretation of data across the health sector for HIV and other public health priorities
Qualifications and Experience
The ideal candidate should have a Masters’ degree in in computer/information sciences, health information systems, or related field. S/he should have a minimum of 7 years of experience providing technical assistance to government agencies in developing and strengthening health information and ICT systems in Tanzania.

In addition, S/he should have experience designing and managing electronic data management systems and platforms such as EMR, DHIS2, Open Health Information Exchange including system analysis, development of user-and system requirements, and oversight of software development.
Experience building health worker capacity in the use of ICT solutions, data analysis, interpretation and use for program management.

The candidate should have knowledge of the Tanzania health systems and structures for the provision of HIV/AIDS services. S/he should have strong interpersonal, verbal and written communications, teamwork and partnering abilities.
